Could Reference Price Guidelines be on the Cards to Combat Customs Fraud?
As customs duty fraud increases on a nearly daily basis, the South African Revenue Service (SARS) is considering introducing reference price guidelines for imported goods to combat this rising pandemic. With fraud and corruption at an all time high, the industry is crying out for some governance, best practices and control to restore balance and ensure the smooth running or cross border trade.

What is SQAS (Safety and Quality Assessment System)?
SQAS (Safety and Quality Assessment System) is a system that is used to evaluate various areas of performance of Logistics Service Providers and Chemical Distributors; ensuring that these companies operate within safety, quality, security and environmental parameters. The assessment is standardised, and consists of a standardised questionnaire.
Who performs SQAS assessments?
The SQAS assessments are compiled by independent assessors, who compile the results into a factual report that the Logistic Service Provider or Chemical Distributor can use for evaluation of their own company. These assessors are professional auditors, and they are accredited by the European Chemical Industry Council, Cefic.
What are the SQAS Principles?
The fact that this system is so rigidly monitored in order to ensure a consistently high quality of work across all assessors, there are various principles on which it is based:

A standard questionnaire for each category of companies

The Service Group (SQAS for logistics, and ESAD for chemical distribution)

What is the purpose of a SQAS assessment?
In addition to ensuring that a company is operating within parameters that ensure that they function optimally - in terms of safety, quality, security and environmental parameters - an SQAS assessment allows companies within the industry “user group” (those who have performed the assessment and joined the group) to evaluate their business partners.
How does a company get started with an SQAS assessment?
Once the company decides to undergo an assessment, they are advised to follow these steps:

Familiarise themselves with the relevant questionnaire

To go over the guidelines and requirements

To choose an assessor from a list of Accredited Assessors
Once this has been done, the assessment will commence with the chosen assessor.
